Taking Measure: Moving from Process to Practice in Performance Management

Measuring performance is crucial for identifying what agencies are doing well and where greater work and attention are needed. To bolster performance management in agencies, Congress passed the Government Performance and Results Modernization Act of 2010, which formally established the positions of chief operating officer and performance improvement officer.
